In November 2023, the Ministry made a wager: that a single dry-season wheat campaign could prove a
national input-delivery system could work. Fourteen months later, the numbers said yes.
Every input moved through Agro-Pocket, the programme’s ICT platform. Farmers registered with their NIN,
were validated against national records, received an e-voucher, and redeemed it at a certified outlet — with
the Secretariat holding a live view of delivery the whole way through.
The phase closed in December 2024. Its results were checked three independent ways — farmer surveys,
satellite mapping and external audit — before NAGS 2.0 took the model to national scale across six crops.
